  PROPERTY TAXES ON WAY UP AGAIN FOR BUSINESS: A little-known provision in the tax reform package approved by state legislators and the governor in June hits business and industry on the balance sheet in January. And for those properties within the Chillicothe school district, the hit will be even heavier. Ross County Auditor Steve Neal said the 10 percent rollback of property taxes enacted statewide when the income tax was first created many years ago is rescinded for commercial and industrial property come January. The state was reimbursing counties, schools, townships and others for the rollback. Now, the county will begin collecting the tax from business and industry which means a minimum 10 percent increase. For those in the city school district, the 6-mill operating levy approved last year also goes into effect, meaning tax bills for commercial and industrial property in the district will rise 26 percent above last year. Residential and agricultural properties are not affected by the change.

ALL BOOKED UP FOR THE EXPO: All 29 tables will be ready for traffic Wednesday at the chamber's Annual Business Expo and Business After Business at the Best Western Adena Inn. Each vendor is offering a door prize worth at least $25 and some will have drawing opportunities of their own for other prizes. Admission is $5 which gives everyone all the CiCi's Pizza they can eat. Beer, wine and other beverages will be sold. The entrance is by the main office on the side of the building for both vendors and patrons. The event is open to the public and runs 5-8 p.m. No pre-registration is required.

MEMBERSHIP DRIVE STILL YIELDING RESULTS: The recently concluded campaign for new members brought eight more into the fold this past week with others having sent their applications (membership isn't official until we receive payment). Here are your newest colleagues:

PLANS IN WORKS FOR STEVENSON CENTER: Ohio University-Chillicothe's building that houses the Quinn Library and formerly a reception area is being turned into a "Learning Commons" that will include the library, a student center with computers, a computer lab and the book store with a connector to Bennett Hall. Some of the work is being done now and the remainder will come several years down the road. It means the center will not be available for social functions any longer. Construction on the Child Development and Family Service Center is expected to begin shortly as contracts have been awarded and the pre-construction meeting held. Statistics for the campus from September show there are 1,361 full-time equivalent students, up 2.6 percent from a year ago (total number of students are now translated into FTEs); 71 percent of the students are female, the average age is 28 and the median age is 26 and the number of students paying tuition range in age from 16 to 62.

NEW MANAGER: Denise McGarry is the new manager at JCPenney in the Chillicothe Mall.

APARTMENT/OFFICE AVAILABLE ABOVE THE CHAMBER: Four rooms and a full bath comprise the second floor space directly above the chamber office on East Main Street. It has a private entrance and now is being used as an apartment. It also could be used for an office that doesn't have much foot traffic. The rent of $450 a month includes water. 'CLEANER' WEBSITE NOW: Some minor changes to the chamber's website should mean quicker loading of pages and better navigation of the sites. RETIREES SEMINAR AVAILABLE: A free continuing education seminar is being co-hosted Friday, Nov. 18 from 8-noon by Adena Health Foundation, Chillicothe-Ross Community Foundation and OU-C.  The seminar is for attorneys, financial planners, brokers, bankers, insurance agents and accountants to learn about techniques that would be useful to their clients who are considering business retirement.  The course offers 3.0 hours of credit.  Interested individuals are welcome even if not a member of these professions.  Pre-register at www.crcf.net. Continental breakfast is provided.

BWC OFFERS CLASSES ONLINE: Information about both online and traditional classes by the Ohio Bureau of Workers' Compensation is now available at www.bwclearningcenter.com. The site allows you to check classes available and to register for them. It also tracks your training history, number of continuing education credits and allows you to print certificates of classes attended.

TRAINING GRANTS AVAILABLE: Money is available to local employers for job profiling, pre-employment assessments and training.  The Hire Smart Train Smart Initiative and the Targeted Industries Training Grant can fund up to 100 percent of various recruitment, training and retention needs for local organizations and help in promoting greater economic development for Chillicothe and Ross County.  To find out how your company can benefit from these funds call Jodi or Elizabeth at Ohio University-Chillicothe at 740-774-7226.  The funds have to be used by June 2006 and are available on a first-come first-served basis.

TAX GUIDES AVAILABLE TO PROFESSIONALS: Edward Jones  representative Matthew Edler will have a limited supply of CCH Inc.'s U.S. Master Tax Guide and U.S. Master Estate and Gift Tax Guide available after mid-December. Attorneys, CPAs and other tax professionals are the only ones eligible to receive the complimentary copies. Call Edler's office at 772-2197.

ANNIVERSARY CELEBRATED: Keven and Amy Mears started Mears Photography in the fall of 1985 in 900 square feet of rented space. Today, they have more than 2,900 square feet in their location on East Water Street. They are the only degreed photography professionals in Ross and surrounding counties.

ANNIVERSARY NOTED: Carvel Hertenstein just completed his 20th year with Chillicothe Packaging Corp. He is a lead teamleader.

TAX AMNESTY AVAILABLE: From Jan. 1 to Feb. 16, the Ohio Department of Taxation is offering employers a chance to pay no penalties and half the interest charges on unreported or underreported delinquencies. Full payment of the delinquency, though, is due during the period, This covers taxes such as withholding, sales, personal property and others.
