  COMMITTEE EXPLORES COMMUNITY GROWTH: The chamber's Governmental Affairs Committee the past several months has explored the processes, rationale and other factors involving planning on the parts of the governments in Chillicothe and Ross County. City Engineer Tom Day, county planner Keith Putnam and two people from the Voinovich Center in Athens talked to the committee about their roles and responsibilities and where they see the community headed in the coming years. The initiative began following the November election in which city voters rejected the rezoning on Western Avenue for a Walgreen's pharmacy and voters in Green Township turned thumbs down on a joint economic development district with the city. On Wednesday, April 12, the committee is visiting the city's Planning Commission to discuss initiatives that might be undertaken to provide for more orderly growth in the city and ensure the city continues its tradition of working well with developers while preserving the community's unique character.

STATE LEADERS REMINDED OF HEALTH CARE ISSUE: State Sen. John Carey and state Reps. John Schlichter and Clyde Evans were reminded recently of the efforts being made in other states to rein in the escalating costs of health insurance. For example, Oklahoma uses Medicaid funds in a subsidy program that pays at least 60 percent of the premium for low-income workers in firms with 25 or fewer employees and the firm picks up 25 percent. West Virginia has a program that pools money for small businesses using rates it negotiates for state workers. Five other states are starting insurance pools for small firms. Congress is getting much closer to passing a bill that would allow established trade associations, such as this chamber, to offer health insurance to its participating members with the providers treating it as if it were one, large employer, thus keeping premiums lower. Putting the brakes on employee health care costs would probably do more for economic development than any tax incentive program.

NEW LUNCHEON SERIES STARTS APRIL 5: The first Wednesday of each month will be a time for chamber members to hear from an interesting speaker, learn about new products or services from another member, get caught up on chamber activities and have a chance to win door prizes. The new Membership Luncheon series starts April 5 with Rhonda Shappert, the reigning Mrs. Ohio America, as the speaker. Citizens National Bank is sponsoring the first luncheon. DOWNTOWN GETS NEW BUSINESS: Linda Ingham, familiar to many in the financial community, had plenty of friends, colleagues and her regional representatives on hand Thursday morning to open the Countrywide Home Loans office at 39 S. Paint St., just south of the city Administration Building. Linda is a member of the chamber's Membership and Events Committee.

ACCURATE AT CONVENTION; OFFERING SCHOLARSHIP: Four folks from Accurate Heating and Cooling were on hand for the national convention in Las Vegas recently for Bryant Heating and Cooling to check out the new equipment and technology and hear Archie and Peyton Manning. Pictured are Josh Young, Mitch Higgins, Tom White and J.R. Combs. Accurate also is announcing applications are now available for its two $1,000 athletic scholarships at area high school guidance offices. Applicants must demonstrate involvement in school athletics, maintain a 2.75 or better GPA and be outstanding members of their teams on and off the field. One female and one male will win the awards.

LOCAL CONTINGENT SOUGHT TO GO TO COLUMBUS: Former New York City Mayor Rudy Giuliani will be the keynote speaker at this year's Annual Meeting and Legislative Reception of the Ohio Chamber of Commerce on Tuesday, May 9. Earlier in the day, Ohio chamber staff will provide a briefing on recent legislative events and the two gubernatorial candidates (to be decided in the May 2 primary) have been invited to speak. Following Giuliani's speech at 4, a legislative reception will be held in the Capital Club across from the Statehouse. If enough local chamber members respond, we will endeavor to have a meeting or luncheon with our local lawmakers. The cost to attend is $125. LEADERSHIP CLASS VISITS GOODWILL: As part of its day learning about community service groups and serving on non-profit boards of directors, the Chillicothe Ross Leadership class visited Goodwill Industries' workshop on East Main Street this week. The class earlier in the day learned about conducting effective meetings, visited exhibits of several local organizations and heard from a panel about serving on boards.

FEDERAL GRANTS EASIER TO FIND: Non-profit groups looking to explore federal grant funding opportunities need turn to only one website now -- www.grants.gov -- to learn of programs from every agency. To access the site, you'll need to register first.

SAFETY CREW HEARS ABOUT METH SITUATION: Mary Charney, a co-chairman of the Ross County Safety Council Steering Committee, thanks Randy Sanders of the sheriff's department for his presentation at the monthly luncheon Thursday at the Chillicothe Country Club. Sanders detailed how the department and U.S. 23 Drug Task Force is battling the problem of methamphetamines in the region. Next month, the council will have its annual awards program with the new administrator and CEO of the Ohio Bureau of Workers' Compensation, William Mabe, as the speaker.
